The HSEQ Compliance Specialist will be responsible for implementing and maintaining the company’s Quality Management System (QMS) program in accordance with ISO 9001:2015. As part of this, the Quality Manager will be responsible for implementing and monitoring quality metrics throughout the organization, ensuring company-wide compliance with ISO 9001, and verifying that all process controls are in place to achieve the highest quality of marine services provided to our clients and customers. Additionally, this position will ensure all regulatory recordkeeping is accomplished and accurate to include but not limited to OSHA injury reporting, training recordkeeping compliance, spills that are required to be reported and documented, or any other regulatory requirement to report internationally as per the standard.
The HSEQ Compliance Specialist will also have the overall responsibility for ensuring that Resolve Marine Academy (RMA) provides training courses in compliance with regulatory bodies (USCG National Maritime Center and UK Marine Coastguard Agency), independent registrar (DNV), and other stakeholder (VA) standards and requirements.
This role is located at our Fort Lauderdale office, with frequent travel to our facilities and offices, both nationally and internationally.
Position Responsibilities:
- Develop, implement, and maintain the Quality Management Systems for both Resolve Marine Group and Resolve Maritime Academy in compliance with regulatory requirements and industry standards, such as ISO 9001, US Coast Guard (USCG), and UK Marine Coastguard Agency (MCA).
- Support internal and external quality processes to ensure all applicable services comply with ISO 9001:2015, industry standards, and meet or exceed customer expectations.
- Ensure that maritime training materials, course content, and instructional methods meet or exceed USCG and MCA industry standards, DNV Standard 0029 for Maritime Training Providers, and customer expectations.
- Develop and submit course approval / modification packages and official letter responses to appropriate regulatory bodies, independent registrar, and other stakeholders.
- Monitor customer feedback and analyze data to identify areas for improvement in the delivery of applicable services and maritime training.
- Conduct internal audits of applicable services and maritime training programs to ensure compliance with quality standards and identify areas for improvement.
- Lead investigations into quality incidents and complaints, develop and maintain a system of corrective and preventive actions to address non-conformities, track and analyze quality performance data, and ensure continual improvement.
- Coordinate with external auditors and regulatory bodies to maintain and improve certification and accreditation.
- Maintain official course approvals, operating parameters and assist with course development to ensure continuity of documents.
- Train and mentor staff on quality management principles to ensure they are aware of their roles and responsibilities in maintaining quality standards.
- Assess vendor/supplier quality performance and develop quality improvement plans as needed.
- Develop and maintain relationships with regulatory authorities, customers, and industry organizations to stay abreast of changes in regulations and industry standards.
- Collaborate with interested parties such as N-MERPAC for reviews and comments on IMO Model Training Courses.
- Monitor and report on key quality metrics to senior management (Management Review), including customer satisfaction, internal audit results, and non-conformities.
- Assist with Health, Safety, Environment, and Regulatory compliance as needed.
- Maintain all training and quality records including course materials, course manuals, policies, and standard operating procedures. Assist in compilation of test results and report preparations.
- Ensure all official documents are formatted and standardized in accordance with Resolve Marine’s Brand Asset Style Guide, and Official Business Logo and Color Palette.

Requirements
- Must be eligible to work in the U.S.
- Bachelor’s degree in a relevant field, such as Quality Management, Business Administration, or Engineering.
- Certification as a quality management auditor.
- Certification or experience with quality principles, tools, and methodologies such as Root Cause Analysis, Six Sigma, etc. is preferred.
- At least 3 years of experience in developing quality management procedures in compliance with ISO 9001.
- Experience in a relevant service industry is preferred.
- Experience in developing and managing Environmental Management Systems and Safety Management Systems in compliance with ISO 14001 and ISO 45001 is preferred.
- At least 3 years of experience conducting internal audits, risk assessments, and implementing corrective actions.
- Excellent leadership, interpersonal, and verbal and written communication skills, including strong technical writing skills.
- Strong analytical and problem-solving skills. Ability to analyze data, identify trends, and make data-driven decisions.
- Experience working with Microsoft Office platform (Word, Excel, PowerPoint, SharePoint, and Outlook), including statistical analysis using Excel, at an intermediate to advanced level.
- Strong organizational skills and attention to detail.
- Ability to work independently and collaboratively with other departments and stakeholders.
- Ability to manage multiple projects and priorities simultaneously.
- Prior fire rescue or military experience in the maritime sector is preferred.
Travel Requirement:
Up to 10% travel may be required. If additional travel is required beyond the specified amount, based on the operational demand, you will be notified accordingly so arrangements can be made.
